Unknown could be those who disables their javascript completely, or using another web browser that doesn’t understands javascript.
Either that, or your tracker aren’t that effective.
Or, they could be using wireless devices such as the iPhone or PDA’s or Windows Mobile devices to browse your site. You never know.
